Well known in the Cairns community as current division 2 Councillor and former Cairns MP Rob Pyne looks forward to contesting the Division 5 seat left empty by incumbent Councillor Amy Eden who intends to make the move to Mayor.
Former Magistrate Pat O'Shane AM needs no introduction, having accomplished much throughout her life. Pat was the first indigenous female school teacher in Queensland, the first female indigenous lawyer and first indigenous Magistrate among other things. Pat was asked by then Premier of New South Wales Neville Wran, to head up the NSW department of land rights (the first in the country). Pat O'Shane AM has since announced she will no longer contest the Division 8 in March.
President of CQU's Law Society Shane Cuthbert, is not stranger to Pat O'Shane, having been sentenced by the Magistrate in 2009. Since then, the two have developed a friendship and look forward to supporting each other throughout the local elections in 2024. Shane was asked by Rob Pyne in 2020, to consider running and has spent the past four years working, advocating and volunteering in Cairns. No 'overnight sensation', Shane Cuthbert has attended MOST Cairns Regional Council meetings over the past 18 months and says 'he is the ONLY candidate to do so', 'I'm the ONLY candidate who cares LONG TERM, let my level of commitment and effort over the last four years provide you with an insight to the level commitment and effort i'll be putting in the next four'. Shane Cuthbert and Rob Pyne were recently subject to a Cairns Post article following a warning letter from the State election watchdog, the ECQ (Electoral Commission Queensland) for running as a team without registering as a team based on similar election materials that had been sent to the commission and Mr Cuthbert's person website.

Division 2 Candidate (Independent) Steve Lippingwell
Australian Labor Party member, School Teacher and former campaign manager for Rob Pyne Steve Lippingwell, will bring experience, knowledge and sensibility to the Division. Steve Lippingwell has gained positive media attention recently having started a petition against the unpopular youth detention centre proposed in Edmonton.
Lippingwell, gained more than 450 signitures within three days of commencing his petition, which can be found online on the Queensland Government petitions portal.

South Cairns (Local Government Area)
The Cairns South encompasses the area between gordonvale and the Cairns CBD and includes the suburbs of Edmonton, Woree, White Rock, Bentley Park.
Current Division One Councillor Brett Moller (Leadership and Governance)The area known as South Cairns is seperated into three divisions. Division One Councillor Brett Moller is a fantastic advocate for the local community of Gordonvale and its surrounds. It is likely Councillor Brett Moller will retain his seat however, as Mayor Bob Manning steps down, there is a possibility Brett Moller considers running as Mayor on the Unity team ticket.
Cairns Councillor Brett Moller in my opinion is the most advanced in terms of governance and leadership having practised law and served as the Chair of Ports North, State President of the Chamber of Commerce and Industry Queensland and Director on the Australian Chamber of Commerce Board. Divison 1 Councillor Brett Moller represents the areas of Gordonvale Bramston Beach and Babinda.
Brett Moller is currently unopposed.
Current Division Two Councillor Rob Pyne (Experience and Social Issues)Divison Two Councillor Rob Pyne is arguably the most successful politician in Cairns, very well known throughout the Cairns community having served as the Member for Cairns between 2015-2017. Prior to serving as Cairns MP Rob Pyne had served as both a Divison 2 Councillor and Division 3 Councillor for Cairns from 2008-2015 . The Pyne family name is quite well known as Tom Pyne, Rob Pyne's father served as Mayor of Cairns and Mulgrave shire for 30 years.
Shane Cuthbert first met Rob Pyne, having reached out to gather his support for a Youth Advisory Committee, having been recommended by the Cairns Young Chamber economic stimulus paper to which, he had made a contribution in 2019-2020. Rob immediately supported the move and asked to meet with him and they continue to work together on a number of projects. Rob Pyne has announced he will not be running as a candidate in the Cairns Local Government Elections 2024 however, this has been influenced by the Local Government Association of Queensland (LGAQ) decision to continue funding a legal action against him in the Cairns District Court where Judge Dean Morzone presides.

I have a lot of respect for Rob Pyne, he truly is the champion of the underdog. Rob Pyne is a former member of parliament and the first permanently disabled MP in Australia. Division 2 Candidate Matthew Tickner (Independent)
Matthew Tickner was an early supporter of Division 4 candidate Shane Cuthbert, endorsing him for youth leadership in 2021, as a member of the Cairns Young Chamber.
Matthew Tickner is currently the Vice-President of the Cairns Chamber of Commerce and Managing Director of Progression Design & Development. Cairns Council Candidate Matthew Tickner is a well-regarded civil design and urban development specialist with a history of experience on urban development and civil engineering projects in Australia and New Zealand.
If Matthew Tickner is to be elected in 2024, he will need to work harder. Many councillors nominate themselves with the aim of creating positive change in the community but many rarely do, most nominate to boost their own public profiles and increase networking opportunities for lucrative council contracts.

Division 2 Candidate Kesa Strieby (Team Eden)
Kesa Strieby moved to Cairns from Jordan with her husband in 2007, establishing the Fiji Community Association in 2008. In 2022, Kesa Strieby became the Cairns Regional Council Woman of the Year at Cairns Regional Council’s International Women’s Day event.
Kesa Strieby, showing an early commitment to the upcoming election, met with former Mayor Val Schier, Division 4 candidate Shane Cuthbert and current Division 2 Councillor Rob Pyne to discuss joining an independent team however, later chose to run alongside Amy Eden and is currently the only announced team Eden candidate.

Division 2 Candidate Nikki Guimelli (Unity Team)
Nikki has had a long and vibrant business history in the Cairns tourism industry and small business community. Nikki has a deep love for Cairns and has developed many strong relationships in the city’s broader community through connecting with organisations such as The Chamber of Commerce, The Cairns Businesswomen’s Club, Tourism Tropical North Queensland and the Skal Club of Cairns where she was president in 2022/23 and now sits on the National Board.
Nikki volunteers her time mentoring students, business owners and emerging leaders in the region. She believes her experience in advocacy, notably liaising with State and Federal Ministers, media, and local organisations such as the Cairns Chamber of Commerce during COVID-19, sets her in good stead to effectively serve the community. She is a voluntary member of the QLD Government Regional Community Forum (since 2022) where she engages with various organisations, Government officials, business owners and community leaders to advocate for Cairns.

Current Division Three Councillor Kathy Zeiger (South Cairns Advocate)Shane Cuthbert first met Cairns Councillor Cathy Zeiger at the Cairns Crime Forum, a local community event held at Cazalys to address the escalating Crime issues affecting Cairns residents in 2020.
Division 3 Councillor Cathy Zeiger represents the areas of White rock and Woree having taken the seat when former Division 3 Councillor Rob Pyne withdrew to run for the State Parliament seat, becoming member for Cairns in 2015 in the first Palaszcuzk Government. It is expected that Cathy Zeiger hold on to her independent seat at the upcoming 2024 Local Government Elections. Cathy Zeiger is one of the more popular candidates.
Division 3 Candidate Liam Smith (Community First)
Cairns born and bred, Liam Smith grew up in Bayview Heights running barefoot through the rainforest. He went to Trinity Anglican School in White Rock, was involved in Bayview Heights scouts for 12 years, and lives at Mt Sheridan.
Shane Cuthbert first met Liam as a volunteer on the Federal Election Campaign for Elida Faith. Liam has an extensive background in supporting Unions and the Australian Labor Party.

Division 3 Candidate Heidi Healy (Unity Team)
At the age of 19, Heidi started her first business, a family daycare centre. After two years she moved on to serve in both Assistant Director and Director roles during the pandemic as well as opening La Belle Lash and beauty in 2019.
Her career highlights include being named Cairns Show Rural Ambassador in 2023, Cairns Post Top 30 Entrepreneurs, Guest Speaker for Cairns Finest Young Leaders, and recognised as a finalist in several categories at the Cairns Business Excellence Awards, including Emerging Leadership Excellence Award in 2022, People Management Excellence Award in 2021, and Customer Service – Trade, Retail & Services in 2021.

The Central Cairns area and Cairns CBD encompasses Bungalow, Cairns City, Cairns North, Parramatta Park, Earlville, Redlynch, Brinsmead, Freshwater and the three m's Manunda, Mooroobool and Manoora. Councillors from Divisions 4, 5 and 6 represent this area.

Current Division Four Councillor Terry James (Deputy Mayor)
Division Four Councillor Terry James. Cairns Councillor Terry James is one of the least vocal in Council meetings and across social issues however, having served on Cairns Regional Council 1999-2008 (when Division 2 Councillor won an election against him in Division 3) and again from 2012 to Current and previously on Cairns City Council 1994-1995.
Divison 4 Councillor Terry James represents the areas of Earlville, Kanimbla and Mooroobool, and parts of Manoora and Manunda. It is expected that as Deputy Mayor and member of the Cairns Unity team, Terry James will run for the position of Cairns Regional Council Mayor 2024, being the most experienced Cairns Council incumbents.

Shane Cuthbert is the most popular candidate in the Cairns Regional Council Elections according to Google having received National and International media coverage during the election campaign. The increased media attention is something local Cairns Councillors have not received in the past, especially in Division 4.

Over the last four years, Shane Cuthbert has volunteered with the Salvation Army, Red Cross, Australian Marine Conservation Society, COUCH, Cairns Helpers Helping Those in Quarantine, Lifeline, Australian Youth Climate Coalition Cairns, Cairns and Far North Environment Centre, Domestic Violence Anonymous, Tangaroa Blue and Greenpeace. He has also volunteered with the Cairns Ironman event, Crankworx, the Reef Restoration Foundation, Mayor Bob Manning's Christmas Appeal and many others.
Speaking publicly at the St Vincent De Paul Societies CEO Sleepout and Lifeline's Out of the Shadows, suicide prevention events last year, Shane says that "through volunteering, individuals have the power to help themselves whilst helping others", a powerful statement. Shane Cuthberts commitment to volunteering in communities spans more than 20 years.
Shane Cuthbert has been heavily supportive of the greater Cairns community, standing side by side with indigenous leaders during Black Lives Matter protests, holding a candle for young Cassius outside the Cairns Library, protesting climate inaction during UNESCO's visit to Cairns, speaking to victims of crime who gathered outside the Cairns Convention Centre during the Queensland Parliamentary visit and, the list goes on. Over the past four years, Shane Cuthbert has made quite the name for himself as a community leader and advocate.
On Indigenous Rights, The Cairns Regional Council recently voted down a reconciliation plan becuase of references to 'the Voice' and 'Path to Treaty'. This, a Council with the largest percentage of First Nations Peoples in any other Council area throughout Queensland. Shane Cuthbert, as part of a NEW Cairns Regional Council will support a reconciliation plan.

Division 4 Candidate Trevor Tim (Team Eden)
Trevor Tim has spent 45 years living in Cairns and has deep roots in the community. Trevor Tim is passionate the community, and sports but he's also a devoted family man, and someone with a wealth of experience in the tourism industry.
Trevor Tim attended the Keeping Kids out of Prisons event alongside Shane Cuthbert who spoke at the event earlier this year. Together, they hope to keep kids out of prisons and block the State Government decision to build a youth detention centre in Edmonton.
Shane Cuthbert says "You know i really wish i was not running against Trevor, i would love to form a NEW Council and sit beside him but unfortunately Amy (Eden) has him running in 4, I'm committed to the election and i'm just going to have to do my best".

Unity team placeholder, Jeremy Neal is probably the weakest Unity Team candidate running in the upcoming election. Jeremy Neal does not have a profile and is not very well known in the Cairns community, since nominating and announcing his candidacy, he has done very little.
Running mate for Division 4 Shane Cuthbert reached out to Jeremy to congratulate him on his nomination and was ignored. Shane Cuthbert says "I sent Jeremy Neal a message and said congrats mate, look forward to shaking hands, i'm sure we will be seeing a lot of each other during the campaign and that i didn't want any hard feelings between us as we both advocate to make the community better and he blocked me, i just thought this guy's a tosser and an asshole".

Current Division Five Councillor Amy Eden (Young, Energetic and Branding Extraordinaire)
Division Five Councillor Amy Eden is one of the younger councillors, narrowly elected in 2020, having run against long serving Councillor Ritchie Bates, it is expected Amy Eden hold the Division Five seat at the Cairns Council Election 2024 however, there are rumours that Amy Eden will lead an all women team, running for the Cairns Mayor position in 2024.
Cairns Councillor Amy Eden is the most active Councillor in terms of getting out and about within the community, speaking with and engaging with locals, she is also the easiest to contact and accessible via most social media platforms. Amy Eden is a 'new age' Councillor and she will be tough to beat in any position.
Amy Eden is well recognised for her leadership and commitment to the community. She has won the Australian Institute of Management Cairns Community Leader (2017) award, the Cairns Business Women’s Club Volunteer of the Year (2017) award and was a finalist of Cairns Regional Council’s 2019 Citizen of the Year awards. Committed to working in the community, Amy has volunteered countless hours to establish and support the Manoora Community Garden (view Amy's TEDx talk) and the positive movement project, 3MPride. Division 9 Councillor Brett Olds has put his hand up to become interim Mayor over the next three months in order to prevent a Unity team majority boost in the polls come elections in March.
Current Division 2 Councillor Rob Pyne says a caretaker Mayor should be appointed for the next three months, someone who is not running as a potential Mayor in fairness. He says, the appointment of Terry James as Mayor would be an unfair advantage for the Unity team to have.

The area of North Cairns, often referred to as the Northern Beaches is seperated into three divisions. Edge Hill and Whitfield in the south with Machans, Kewarra, Clifton, Ellis and Trinity Beaches, Palm Cove and Yorkeys Knob.
Current Division Seven Councillor Max O'Halloran (Development)
Division One Councillor Max O'Halloran is a local legend, personable, welcoming and kind. Cairns Councillor Max O'Halloran is one of the more supportive Councillors of development having a background in construction and roofing.
Divison 7 Councillor Max O'Halloran also loves his sports, The former Footscray (now Western Bulldogs) and Carlton AFL player is a life member and coach with AFL Cairns, Patron of Cairns Bands and the Rondo Theatre, and a life member of Tobruk Pool and North Cairns Football Club and represents the areas of Edge Hill and Whitfield, as well as parts of Manoora, Manunda and Brinsmead. Max has stated that he will not contest the Cairns 2024 election.

The Cairns Post recently identified Renee Lees, as one of Councillor Rob Pyne’s socialist team mates however, Renee Lees has refused to adopt similar branding, colours and policy citing ‘visibility issues with Division 4 candidate and independent Shane Cuthbert’.
Rob Pyne says that “I support Renee Lees, but she has not aligned with others, leaving her out on her own and (as I well know) being on your own makes winning really, really, hard!”.
This following a statement by Councillor Pyne that “Matthew Calanna would poll higher in Division 4 where the Calanna name is iconic. However in Division 7 his name is still well known. He has been prepared to align with others in a professional team. A capable candidate who will listen and run under ‘shared branding’ Matthew is assured of victory”.

Current Division Eight Councillor Rhonda Coghlan (Sports)
Division Eight Councillor Rhonda Coghlan is a fantastic advocate for the local community of Gordonvale and its surrounds. Cairns Councillor Rhonda Coghlan is the most passionate about local community sporting organisations, always happy to advocate on thier behalf and support grants and funding for sports around Cairns. Divison 8 Councillor Rhonda Coghlan represents the areas of Barron, Caravonica, Holloways Beach, Machans Beach, Smithfield, Yorkeys Knob, and Trinity Park. Rhonda Coghlan, part of the Cairns Unity team, will be tough to beat this election.
Division 8 Candidate Phillip Musumeci (Community first)
Former Greens Senate Candidate, Phillip is a long term Division 8 Caravonica resident who grew up on a farm in Mirriwinni. He attended local schools and now works as a systems design engineer. He is married to Annett and has one son. He loves cycling, swimming, and raising funds for the Cardiac Challenge.

Division Nine Councillor Brett Olds is one of the most popular Councillors and has competed in the Cairns Show esky races and played Cairns Celebrity Basketball with Triple MMM Presenter Elliot Lovejoy. Cairns Councillor Brett Olds isnt afraid to give it to the State Government and does not hold back when advocating for his community.
I first met Brett Olds as a guest on his local radio show discussing Cairns Issues, you can check that out HERE. Divison 9 Councillor Brett Olds represents the areas of Trinity Park and the suburbs of Trinity Beach, Clifton Beach, Kewarra Beach, Palm Cove and Ellis Beach.
Brett Olds is expected to retain his seat at the Cairns Regional Council Election 2024. Councillor Olds was re-elected to the Division 9 Council position in 2020 having completed his first term. In order take his seat from the incumbent and Unity party members as an independent, Councillor Brett Olds door knocked his community and did the necessary work. Division 9 Councillor Brett Olds will continue to work hard to retain his position and advocate for his community.
Division 9 Candidate Carine Visschers (Community First)
Carine Visschers has lived in the northern beaches for 28 years, had a long professional career in the Department of Housing and community organisations, and raised two children.
She is a volunteer community organiser and leader in local climate action groups as well as actively working to create connections and support for refugees, young people and other groups.

Mayor Candidate Paul Taylor (Independent)
Paul Taylor is the former Deputy Commissioner of the Queensland Police recently retired. The late Kevin Byrne (former Mayor) asked Paul Taylor to consider running as Mayor given the regions escelating crime issues particularly, youth crime.
Paul Taylor told the Cairns Post recently that he would be "more than justa alaw and order Mayory" and is focused on economic growth, commercial investment in the CBD and development.
Paul Taylor is the only independent Mayoral candidate following announcments by Amy Eden, Terry James and Dennis Walls to nominate alongside their own teams.
Paul Taylor says “in his view teams have run their course" adding, "I don't think party politics should be in local government,” he said.
Mr Taylor served with Queensland Police for 45 years including a stint as the Northern Region’s Assistant Commissioner from 2015 to 2020 where he co-ordinated major policing operations that targeted young and adult offenders and resulted in hundreds of arrests.
He was then promoted to Deputy Commissioner Regional Queensland but resigned in August 2022 following the high-level police inquiry that revealed he’d referred to a gynaecologist, as a “vagina whisperer”.
Mr Taylor maintains he meant no offence with the comments, had apologised and wants to continue serving the community as part of a NEW Council.

The Unity team has faced critisism recently over its decision to support the appointment of Division 4 Councillor Terry James as interim Mayor following the departure of Bob Manning OAM.

Community First
Following crisis talks with various teams and groups, Community First has finally announced themselves as a seperate group of candidates. Renee Lees (Division 7) was reported as aligning with a Socialist Alliance team alongside Rob Pyne (Division 5) and Pat O'Shane AM (who was running Division 8) however, Renee Lees refused to team up alongside their running mate Shane Cuthbert instead, attempting to join team Eden following the departure of Sam Byrd.
Carine Visschers (Division 9) had joined Rob Pyne (Division 5) and Shane Cuthbert (Division 4) early on in the year however, decided against joining them, committed to a socialist alliance/greens team.
Rob Pyne (Division 5) was invited by the Community First team to join however Liam Smith (Division 3) did not wish to align with Mr Cuthbert following his suit against the Australian Labor Party (State of Queensland) Smith, a union man thoroughly supports.
Currently, the team has no plans of running candidates against Rob Pyne (Division 5) or Shane Cuthbert (Division 4).
The Community First Team is led by Dennis Walls (Mayor Candidate) and supported by Liam Smith (Division 3), Dr Nicole Sleeman (Division 6), Renee Lees (Division 7), Phillip Musumesi (Division 8) and Carine Visschers (Division 9).

Team Eden
Former Unity team player Amy Eden (Mayor Candidate) has announced she will be putting together her own team to challenge the Unity team monopoly. Shane Cuthbert says "there is no room for party politics in local government, Council should have its constituents front and centre of any decisions it makes".
Amy eden plans to contest every Division in the Cairns Region except for Division Three where it is expected she will have the support of current Division 3 Councillor Cathy Zeiger (Independent).
So far, Amy Eden has announced Kesa Streiby (Division 2), Sam Byrd (Division 7) (has since quit team Eden), Trevor Tim (Division 4), Emma Gelling (Division 5), Shane Trimby (Division 6) and Jo Piggott (Division 8).
